Gov. Shumlin appoints VSC board of trustee members

On March 4, Governor Shumlin made some changes to the Vermont State Colleges Board of Trustees; reappointing Linda Milne of Montpelier, and appointing Michael Pieciak of Winooski and Churchill Hindes of Colchester as new members.

Governor Shumlin explained that this decision was heavily influenced by the financial troubles of the VSC, and all three members have backgrounds in finance. Milne is a Certified Public Accountant, and is the Chair of the Audit Committee within the VSC. Hindes previously served as the Chief Financial Officer of the University Health Center. Pieciak previously practiced business law at Downs, Rachlin, and Martin in Burlington, VT.

Milne graduated from Dickinson College in 1978. From 1987 until 1992 she worked as a Tax Representative for the American Bankers Association, where she provided financial analysis to federal legislators. In 1995 she started her own practice, Linda R Milne CPA, which she is still running. Through this practice she plans and performs audits for state and local government, as well as recommending financial procedures for clients.

Hindes received his BA in Liberal Arts from Saint Michael’s College in 1969, then received his PhD in Health Policy and Management from the University of Iowa in 1974. From 1975 to 1979 he was the Associate Director of the National Pulmonary R&D Center at UVM Medical College. From 1979 to 1981 he was the Director of Administration for the Vermont State Health Department. From 1981 to 1987 he was the Depute Secretary of Administration and State Budget Director for the State of Vermont. From 1987 to 1999 he was the Vice President of Finance for Fletcher Allen Health Care. From 1999 to the present he has been the CEO of VNA and Hospice of Chittenden and Grand Isle Counties. He has also been Clinical Associate Professor of Medicine at UVM College of Medicine from 1977 to the present.

Pieciak received his BS in Political Science from Union College in 2006. He then received his JD from the University of Miami School of Law in 2009. From 2009 to 2010 he worked as an attorney for Skadden, Arps, Slate, Meagher & Flom LLP & Affiliates. From 2011 to the present he has worked as an attorney for Downs, Rachlin, Martin PLLC. He is the Deputy Commissioner of the Vermont Securities Division, which oversees the securities industry in Vermont. He is the Chairman of the North American Securities Administrators Association Corporate Finance Section Committee. In 2012 he served as the campaign manager for Vermont Attorney General William H. Sorrell.
